In 2007, two businesses considered establishing their operations on building sites at the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), but on the condition that water, sewer and road infrastructure be extended to the sites.
Through $1.4 million in Special Public Works Fund direct loans and grants, and $3.5 million in other non-state funds, the Confederated Tribes of Umatilla extended municipal water & sewer service to one site, and utility & road access to the other. 335 Umatilla County jobs resulted from two new businesses (Cayuse Technologies and DaVita Dialysis Clinic), establishing offices in Pendleton.
